Ulster County Comptroller March Gallagher

March Gallagher is serving in her second term as the Ulster County Comptroller. As Comptroller March is the fiscal watchdog for Ulster County taxpayers and her work has resulted in millions of dollars in savings and increased revenues. March is an attorney with master’s degrees in public policy and environmental studies. She is a mother raising her family in Rosendale. March’s family owns Inquiring Minds Bookstores in Saugerties and New Paltz.

March is a regular panelist on WAMC Northeast Public Radio’s show the Roundtable. She currently serves on board of the Farm and Food Growth Fund and as a grant reviewer for the Partners for Climate Action. March has served previously on the Touro Medical College Community Advisory Board, the Ulster County Workforce Investment Board, the Mid-Hudson Regional Economic Development Council, the Hudson Valley Economic Development Corporation, the Hudson Valley Agribusiness Development Corporation, and on the and the Hudson Valley Regional Council. She was a founding Board member of Esopus Creek Conservancy.

March Gallagher also served on and chaired the Ulster County IDA from 2006-2008. During that time, the IDA approved over $150M in projects, including Woodland Pond, Emerson Resort, 346 Washington Street medical building and implemented good governance reforms.

March served as Deputy Director of Planning/head of Economic Development for Ulster County from 2009-2013. After leaving county service, March worked as Chief Strategy Officer for Hudson Valley Pattern for Progress where she wrote and presented regional studies on infrastructure and healthcare. Immediately before being elected County Comptroller, she served as President and CEO of Community Foundations of the Hudson Valley, an $80+ million philanthropic charitable organization that provides grants to nonprofits in Dutchess, Putnam and Ulster Counties.

Under § C-57 of the Ulster County Charter, the Ulster County Comptroller is the Chief Audit Officer of the County. As such, the Office audits every claim for payment, uses risk assessment to identify areas of internal control weakness, provides internal audit services, and provides data and information to the public and policymakers.
