Comptroller’s Office Releases Fund Balance Report

(Kingston, NY, June 25, 2026) — Ulster County Comptroller March Gallagher today released the 2025 Ulster County Fund Balance Report, an annual analysis of the County’s financial reserves across all governmental and internal service funds.

As of December 31, 2025, Ulster County held $142.9 million across all governmental funds and $136.4 million in total General Fund balance, with $75.5 million unrestricted and $18.8 million unassigned. The County’s unrestricted General Fund balance stood at 18.6% of 2026 budgeted operating expenditures. This put the County within the 15–20% target range established by the Fund Balance Policy for the first time since the Policy was adopted in May of 2023.

“Ulster County’s reserves remain healthy, but the 2026 budget includes a planned use of $36.5 million in fund balance,” said Comptroller Gallagher. “While the County is currently within its Fund Balance Policy target, consistently relying on appropriated fund balance of this magnitude is not sustainable. We encourage the Budget and Finance departments to track spending carefully and continue working toward structural balance for the 2027 budget.”
