Kate Naccarato

Kate Naccarato joined the Ulster County Comptroller’s Office as a Quality Analyst in 2025. She brings a strong commitment to public service and a passion for helping systems work better for people. Prior to joining the Comptroller’s Office, Kate worked as a Child Welfare Caseworker with the Ulster County Department of Social Services, where she gained firsthand insight into some of the challenges families face and the importance of effective county programs. That experience now gives her a unique, people-centered perspective in her quality analysis work.

Kate holds a master’s degree in social-organizational psychology from Columbia University, where she focused on organizational effectiveness and human behavior within systems. Outside of work, she enjoys listening to audiobooks and keeping up with her three young children.
