The report shows steadily increasing Cannabis sales within Ulster County as well as growing tax revenues. Since inception, the County has collected $615,472 from New York State, and disbursed 75%, or $461,604 to the towns, villages, and City of Kingston. The County has retained and recognized as revenue $153,868 since inception. The County has earned $71,940 in 2025 so far, or 55% of the total 2025 budgeted cannabis tax revenues of $130,000. Only three months of 2024 revenues have been paid to the County so far, so we anticipate that the County will significantly exceed the amount budgeted for 2025.
“We are pleased to see this growing industry creating new jobs within the County, as well as providing an additional source of tax revenue for local governments,” said Ulster County Comptroller March Gallagher. “That said, the rollout of the new tax and issues with the presentation of information from the state has created challenges for the County and the local municipalities. I meet and communicate with other county finance officials regularly and these problems are pervasive and statewide. I urge the Governor to focus the leadership of the Office of Cannabis Management on communicating sales by municipality promptly and correctly so that counties can do our job, and other jurisdictions can rest assured they receive the revenues they deserve.”
